introspection: pass compiler and GTK DLL path to scanner

Based on the MSYS2 0009-give-cc-to-gir-scanner.mingw.patch and 0010-put-gtk-dll-into-path.mingw.patch.

Pass CC to g-ir-scanner and add the GTK build directory to PATH while scanning GTK, so MinGW builds can run the scanner with the just-built DLLs.
